Lead Water Operator S-2
SUMMARY
Oversee all aspects of the City’s water system operation, maintenance, monitoring, and reporting requirements to keep the system operating efficiently to deliver safe and pleasant water. Conduct necessary repairs, testing and disinfection of water mains. Routinely flush and clean water mains keeping the water system plans up to date. Other jobs may include lubricating and maintaining equipment, collecting water samples, and record keeping.
Operate and maintain the city’s water distribution system. Take samples and conduct routine chemical tests to record and control treatment operations. Repair and maintain water and sewer lines. Perform related work as required. The City of Coopersville operates in a drug and alcohol-free environment. Pre-employment and random drug testing are in accordance with state rules and regulations. This is a full-time, first shift position with scheduled on-call evenings and weekends required.
SUPERVISION RECEIVED
Daily assignments are made by the Superintendent of Water and Sewer Systems (Department of Public Utilities – DPU) or the Superintendent of Roads, Buildings and Grounds (Department of Public Works – DPW) as required. The work will be checked in progress and upon completion.
WORKING CONDITIONS*
1. Duties require frequent and extended periods of outside work, subject to all weather conditions and extremes.
2. Ability to lift, carry and position heavy objects utilizing proper body mechanics and techniques.
3. Ability to perform basic physical activities such as; walking, climbing, lifting, bending, stooping and item manipulations, in any environment; including climbing in an out of trenches, work long hours in adverse weather conditions and operate heavy construction equipment.
4. Ability to wear all required safety and protective gear and equipment.
5. Ability to pass the pre-employment and random drug testing in accordance with state rules and regulations. The City of Coopersville operates in a drug and alcohol-free environment.
6. Ability to work full-time, first shift with scheduled on-call evenings and weekends as required.
7. Requires a minimum of one weekend shift per month for required lab work

RESPONSIBILITIES AND DUTIES
An employee in this position may be called upon to do any or all of the following: (Employee may be expected to perform additional tasks.)
1. Take samples and conduct routine reporting required by the State of Michigan for the city’s water system.
a. Take water samples at required frequency and locations in the water system.
b. Carry out and record results of a variety of standardized procedures.
c. Clean, calibrate and maintain laboratory equipment, order supplies, and make up reagents and standards for testing methods.
d. Notify the Supervisor if test results are abnormal. Advise and assist in making adjustments in processes to meet the required treatment standards.
e. If necessary, attend to public concerns and/or questions in a positive fashion according to City of Coopersville procedures.
f. Clean and maintain city water distribution facilities, work on sanitary sewers, install new sewer lines, repair old sewer lines. Use GPS equipment for record keeping, documentation, and marking location of city lines.
g. Assist in maintenance of activate sludge/lagoon wastewater plant including dikes, grass, maintenance of wastewater and equipment and other miscellaneous duties specified by Superintendent of Water and Sewer.
2. Operate and maintain a variety of water and wastewater processing equipment when necessary.
a. Check readings and inspect assigned equipment while in operations. Make adjustments and minor repairs. Lubricate and carry out other preventative maintenance schedules. Report the need for emergency or preventative repairs.
b. Operate and maintain lift stations, replace pumps and trouble shoot problems.
c. Operate and maintain the wastewater collection system.
d. Operate and maintain Supervisory Control and Data Acquisition (SCADA) system.
3. Operate and maintain water system.
a. Install, maintain and repair main water lines. This includes excavating to grade, laying and aligning pipe, and using special equipment to install valves, etc.
b. Install and repair fire hydrants. This includes shutting down a hydrant valve, disassembling and cleaning hydrant gaskets, seals and reassembling and testing hydrant for operation.
c. Install, overhaul and repair water valves.
d. Inspect new water lines at construction sites; take water samples and readings and use of GPS for record keeping, documentation and location of city lines.
e. Read water meters (walking and/or driving routes)
f. Maintain and install water meters.
g. Assist with inspections for cross connection control program.
h. Locate underground utilities including water lines, sanitary sewer lines and storm drains as requested by MISS DIG system and city projects.
i. Keep records and prepare annual, biannual, quarterly and monthly reports.
j. Monitor water tower and booster station operations.
4. Operate and maintain variety of equipment.
a. Operate light and heavy trucks to haul material and other equipment to work sites and plow snow if needed.
b. Operator tractor, front end loader, back-hoe, street sweeper, and specialized equipment.
c. Operate a variety of power tools.
5. Attend trainings and obtain necessary certifications, including but not limited to:
a. Confined Space Training;
b. Trench work;
c. MIOSHA Safety;
d. Others as required.
6. Perform related work as required.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
An employee in this class, upon appointment, should have the equivalent of the following knowledge, training and experience: (Employee may be expected to perform additional tasks.)
1. Knowledge of the procedures and practices of mechanical equipment operation to efficiently operate and maintain water/sewer lines and wastewater treatment machinery.
2. Knowledge of the basic principles and techniques of chemistry and biology to accurately carry out a variety of standardized wastewater treatment tests.
3. Average knowledge of the principles and functions of mathematics.
4. Knowledge of safety procedures and precautions of general water distribution maintenance and wastewater plant operation.
5. Knowledge of safety procedures and precautions involved in various public works projects and equipment operations.
6. Knowledge of city infrastructure to complete MISS DIG requests for water and sanitary sewer lines and storm drains.
7. Skill in operating and maintaining a variety of plant equipment.
8. Skill in operating basic laboratory testing equipment.
9. Skill in maintaining test records and compiling related reports.
10. Ability to establish and maintain effective working relationships with fellow employees.
11. Required training and certifications include an S-2 water certification, high school diploma or the equivalent supplemented by college level courses in chemistry, biology and related subjects.
12. Required experience includes general maintenance and repair of water distribution system and sewer lines.
13. Operate light and heavy trucks to haul materials and equipment to work sites.
14. Required to operate a motor vehicle and maintain a CDL Class B license and an insurable driving record.
15. Ability and willingness to work overtime and be on call as determined by Superintendent for Water and Sewer and/or DPW Superintendent.
16. Have a minimum of a high school diploma or equivalent.
17. Required – S-2 Water Distribution License.

4. Must possess and maintain a minimum of an S-2 Water Distribution license.
5. Perform routine and non-routine tasks without supervision.
