POSITION SUMMARY:

Under the general supervision of the Director of Water and Wastewater Utilities, manages wastewater treatment and collection operations. Directs a staff of Wastewater Plant Operators, Mechanics, Electricians, collections specialists, laboratory workers, and others in the treatment of wastewater and repair and maintenance of plant facilities, pump stations, sewer lines, and related facilities and equipment. Directs and provides consistent technical analysis of plant processes and effluent to ensure conformity to established standards.  


JOB DUTIES & FUNCTIONS:

1. Oversees round-the-clock staffing of Wastewater Plant Operators to ensure uninterrupted monitoring of wastewater treatment. Directs staff involved in operating the wastewater treatment plant, determines work priorities, and assigns workload as personnel are available. 

2. Conduct regular plant inspections to observe personnel/equipment performance and initiate corrective actions as needed. Adjust treatment systems as necessary to conform to the EGLE and department standards.

3. Oversees laboratory and operator analysis methods, developing, incorporating, and adjusting procedures to conform to required water quality standards.  Inventories, orders, and maintains all treatment and analyzes supplies.

4. Ensures compliance with NPDES permit requirements. Maintains documentation and prepares reports related to operations and permit requirements. Works with staff to create mandated EGLE plans.

5. Attend staff meetings, coordinate treatment and construction goals, and receive major policy and procedural revisions from the Director. Converts policy to operating tasks and educates staff in adjusting procedures.

6. Arranges training for wastewater plant staff, monitors performance, and may initiate additional training, discipline, or other personnel actions as required. 

7. Updates wastewater plans and programs, such as Septage Plan, Storm water Program, etc.

8. Recommends Capital Improvement Program projects for the Wastewater Treatment Plant. Writes specifications for varied capital improvement projects. Reviews and advises on drawings for plant and collection systems.

9. Oversees contractors working at the plant to ensure projects conform to specifications.

10. Maintains control of and oversees maintenance of the pump stations and collection system.

11. Coordinates implementation and compliance with MIOSHA standards, Sara Title III, Emergency Response, Wastewater Safety Program, and other regulatory safety issues.

12. Responsible for initiating, preparing, and monitoring Wastewater Treatment Plant budgets.

13. Works with regulatory agencies, vendors, consultants, and contractors to coordinate services, ensure satisfactory work, and maintain good working relations.

14. Participates in employee interviews and provides input in the hiring process.  Trains employees in plant operations.  Approves employee overtime, vacation and sick time.

15. Responds to public inquiries and concerns, assisting customers as needed.  Responds to wastewater treatment plant emergencies at all hours.

16. Performs related work as required.


REQUIREMENTS:

● Bachelor’s Degree desirable. An Associate’s Degree with extensive coursework in microbiology, chemistry, engineering, or equivalent coursework in wastewater treatment or related applications is required.

● Seven or more years of progressively responsible experience in wastewater treatment, equipment repair, and maintenance, with some prior supervisory experience. 

● State of Michigan “A” certification for wastewater treatment and applicable wastewater collection system certifications as needed.

● A valid Michigan Vehicle Operator’s driver’s license, a satisfactory driving record, and the ability to maintain one throughout employment.

● Thorough understanding of computer-based software, including Microsoft Office, maintenance & asset management, document management, and internet-based applications for regulatory interface, research, cost estimates, etc.

● Knowledge and background in the machines, equipment, materials, safety precautions, instrumentation/integration, pumps, hydraulics, electrical systems, and mechanical systems associated with wastewater treatment.

● Thorough understanding of modern wastewater treatment processes, including chemical applications, new treatment techniques, backup systems, automatic transfer systems, and generators.

● Ability to prioritize work and to work effectively under stress, in emergencies, and during non-standard business hours.

● Knowledge of the public health and safety requirements and regulations regarding the operation of a municipal wastewater treatment plant.

● Skill in the inspection and maintenance of mechanical equipment, pumps, and related facilities.

● Skill in training, supervising, and evaluating employees engaged in wastewater treatment activities.

● Ability to read, interpret, maintain records and specifications, and maps and prepare comprehensive reports on the operations of the wastewater treatment plant.

● Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with employees, vendors, contractors, other public utility professionals, administrators, regulators, and the public.

● Skill in the use of office equipment and technology, including Microsoft Suite applications and software specific to the department, and the ability to master new technologies.

● Ability to respond to emergency situations on a 24-hour basis. 

SALARY:

PAY RANGE - - $72,603.09 - $94,384.02 DEPENDING ON QUALIFICATIONS
