Description:
General Laborer, Utility Worker I, and Utility Worker II range from entry to mid-level classes based on various skills and licensing. Under the indirect supervision of the Department of Public Services (DPS) Director and the direct supervision of the DPS Supervisor, incumbents learn and perform various unskilled, semi-skilled, and skilled duties. Skills include but are not limited to construction, maintenance, and repair of the City's water distribution and wastewater collection systems, streets, storm drains, and all related and unrelated city facilities and grounds.
Primary DUTIES:
An employee in this position may be called upon to do any or all of the following duties. These examples only include some of the tasks the employee may be expected to perform. To perform this job successfully, an individual must perform each essential function satisfactorily.
1. Maintains city parks and grounds.
a. Operates and performs basic maintenance on lawnmowers, weed whips, leaf blowers, and other related tools and equipment.
b. Repairs and maintains irrigation systems
c. Seasonal clean-up and various landscape improvements
2. Maintains a clean and functional downtown district
a. Cleans public spaces and restrooms
b. Tends to the city’s trash and recycling receptacles
c. Waters downtown flowers
3. Maintains and repairs city streets, sidewalks, various boardwalks, and nature trails
4. Performs winter, street, and walkway maintenance
a. Operates various vehicles to clear, salt, and relocate snow from city streets and parking lots
b. Operates various pieces of equipment to clear and salt city sidewalks of snow and ice
c. Manually shovel and salt designated public spaces when necessary.
5. Inspects, repairs, and maintains various aspects of a public water system, sanitary sewer system, and storm sewer system
6. Records water meter readings using electronic meter reading devices, investigate possible leaks and abnormal usage, and reports any tampering with meters and unapproved bypasses.
7. Locates and stakes city-owned utilities in accordance with Miss Dig regulations.
8. Performs various cemetery duties, including locating grave sites and digging graves for cremations and full-size vaults. Workers may also, at times, coordinate the sale of said graves.
9. Under the direction and supervision of a D-2 licensed water plant operator, must be able to check chlorine analyzer fluid; calculate and record main effluent meter readings, chemical weights, gallons of water used the previous day, and chemicals used the previous day. Perform various inspections and record additional data at a D-2 limited treatment water plant.
10. Performs other related duties as required.
Required Abilities and Minimum Qualifications:
The requirements below represent the skills, abilities, and minimum qualifications necessary to perform the position’s essential functions. Reasonable accommodations may be made to enable individuals with disabilities to perform the job.
1. Must have a high school diploma or its equivalent.
2. Must pass a background check, DOT physical exam, and drug screening.
3. Must be able to work outdoors in all weather conditions daily.
4. Must be able to work at various depths during water and sewer repairs, following established safety procedures. Must be able to perform this work in adverse conditions; (i.e., mud, water, and sewage).
5. Must be able to perform physical labor tasks such as lifting 75 lbs. repetitively, occasionally up to 100 lbs., shoveling, pulling, pushing, bending, and stooping.
6. Must possess and maintain a valid State of Michigan Driver’s License.
7. Must be able to operate various motor vehicles, including but not limited to a pickup truck, 26,000 G.V.W. dump truck and trailer, backhoe, and front-end loader.
8. Must live within a 25-mile radius of the City of Rockford.
9. Will be on an on-call rotation and, while on-call, must be able to respond to emergency calls.
10. Must communicate effectively, both verbally and in writing.
11. Must be able to project a positive and professional image.
12. Must be proficient with Microsoft Office Programs.
13. Must have intermediate computer skills.
Desired Qualifications
1. Previous municipal, landscaping, or utility experience.
2. Commercial Driver’s License (class A) with an air brake endorsement (must be obtained within one year of employment).
3. S-4 or D-4 State Water License or higher.
4. State Licensed Pesticide Applicator license.
5. Soil Erosion and Sedimentation Control license.
